Minutes
Chair Robert Norcross opened the meeting at 5pm
Present were Vice Chair Dan Haskins, Town Administrator Ron Boucher, Peter Gentile of Northern Berkshire Community Television, Sarah Hurlbut and Tom Bona.
The Pledge of Allegiance was recited.
Robert read the Election Warrant as follows, please see attached.
Dan motioned to approve the election warrant as written, Robert second, motion carried.
Woliver was the recipient of the bid for the school roof. The board would like to take the vote to the Town Meeting to see how the Town will proceed with borrowing money for the roof. Ron referred to the Green School Grant which may help with funding. The Town could possibly have to borrow$ 500,000. For the roof repairs. It will be on the Town Meeting Warrant. Tom Bona would like to volunteer his time to oversee the school roof job.
Ron met with the Finance Chair, and they will start meeting next week with 2 departments at a time. Ron received a preliminary budget from the accountant. The school just posted a meeting for this Thursday at 5pm.
MVP meet last week. The Four Corners project & Briggsville Dam is entering the next phase of engineering, a 2-year project. They are applying for a half a million dollars grant to finance the project. One focus will be stopping the erosion from the river.
Approximately a year ago there was an incident at the Town Hall Field and there was a dog fight involving pepper spray. Morgan & Morgan attorneys requested the Town Halls insurance information. Ron informed K.P. Law. Ron walked the perimeter of the field and found a large amount of dog feces. Ron would like the board to support no dogs allowed at the Town Hall Field. Robert agrees especially while children are using the swing set. Dan referenced a Misquamicut policy which is enforced by the Board of Health & Animal Control Officer which excludes service animals. Ron checked the bylaws and found no reference. Sarah asked how it would be enforced with no police department. Robert verified that if an article is approved regarding the dogs a dog officer would be able to enforce the fines.
Unregistered junk motor vehicles have not been previously enforced. These vehicles decrease property value. Ron took pictures of dismantled vehicles and bags of trash on a property on River Road. Ron is going to consult with Bill Meranti and try to enforce the
zoning ordinance. Dan asked if a fine is issued, can it be leaned toward the taxes. Ron will reach out to legal.
